In the end, assess each application and each company differently. Does the company's website feature pictures of its actual employees rather than stock photos? Is that company known for innovation in marketing, or major social media presence? Then go ahead and send a professional snapshot.
The only exception is when the company specifically requests a plain text or ascii file (.txt). That means the resume will be stored in a database. If thats what they ask for, thats what should be sent.
You failed to tailor your resume to the specific job you want. So even though you have the skills that the company asked for in their advertisement or posting, you left the details out of your resume. Those specific skills must be in your resume and should be prominent, preferably at the top of your resume.
